Rename the Intel Ethernet Adaptive Virtual Function driver
(i40evf) to a new name (iavf) that is more consistent with
the ongoing maintenance of the driver as the universal VF driver
for multiple product lines.
This first patch fixes up the directory names and the .ko name,
intentionally ignoring the function names inside the driver
for now. Basically this is the simplest patch that gets
the rename done and will be followed by other patches that
rename the internal functions.
This patch also addresses a couple of string/name issues
and updates the Copyright year.
Also, made sure to add a MODULE_ALIAS to the old name.

After many years of having a ~30 line copyright and license header to our
source files, we are finally able to reduce that to one line with the
advent of the SPDX identifier.
Also caught a few files missing the SPDX license identifier, so fixed
them up.

There were quite a few issues when the wrong defines were getting used
in the VF driver. This patch fixes the code where PF driver registers
were getting used for VF driver, and also removes the registers that are
not being used from the VF register file.

This updates the register file for new hardware.
The format of the file has changed requiring drivers to
declare I40E_MASK. I40E_MASK is to be used with 32 bit registers.
This patch also updates the drivers to accommodate the register changes.

Add a function which indicates our intention to enable or disable a particular
Tx queue. Also add a function to notify the device's Tx unit that we're about
to enable or disable a Tx queue.

The storm control features are not part of the hardware
and mistakenly were left in the code. Remove them as
they are not needed any more.
