mfd: syscon: Return ENOTSUPP instead of ENOSYS when disabled
When CONFIG_MFD_SYSCON is disabled, have the function stubs return ENOTSUPP to indicate the syscon functionality is not available. There are currently no callers that depend on the ENOSYS return value.
