RDMA/bnxt_re: Replace chip context structure with pointer
The chip_ctx member in bnxt_re_dev structure is now a pointer to struct
bnxt_qplib_chip_ctx. Since the member type has changed there are changes
in rest of the code wherever dev->chip_ctx is used.
