Namely, introduce buffer_get_buffer() and buffer_release_buffer().
buffer_get_buffer() aquires all available and grabs a lock, attempting to
call buffer_alloc() or buffer_get_buffer() while this lock is locked will cause
a panicf() (doesn't actually happen, but is for debugging purpose).
buffer_release_buffer() unlocks that lock and can additionally increment the
audiobuf buffer to make an allocation. Pass 0 to only unlock if buffer was
used temporarily only.
buffer_available() is a replacement function to query audiobuflen, i.e. what's
left in the buffer.
Buffer init is moved up in the init chain and handles ipodvideo64mb internally.
Further changes happened to mp3data.c and talk.c as to not call the above API
functions, but get the buffer from callers. The caller is the audio system
which has the buffer lock while mp3data.c and talk mess with the buffer.
mpeg.c now implements some buffer related functions of playback.h, especially
audio_get_buffer(), allowing to reduce #ifdef hell a tiny bit.
audiobuf and audiobufend are local to buffer.c now.

It handles exit() properly, calling the handler also when the plugin returns
normally (also make exit() more standard compliant while at it).
It also holds PLUGIN_HEADER, so that it doesn't need to be in each plugin anymore.
To work better together with callbacks passed to rb->default_event_handler_ex() introduce exit_on_usb() which will call the exit handler before showing the usb screen and exit() after it.
In most cases rb->default_event_handler_ex() was passed a callback which was manually called at all other return points. This can now be done via atexit().
In future plugin_crt0.c could also handle clearing bss, initializing iram and more.

struct plugin_api *rb is declared in PLUGIN_HEADER, and pointed to by
__header.api
the loader uses this pointer to initialize rb before calling entry_point
entry_point is no longer passed a pointer to the plugin API
all plugins, and pluginlib functions, are modified to refer to the
global rb
pluginlib functions which only served to copy the API pointer are
removed

* Remove gui_splash()
* Rename gui_syncsplash() to splashf() and remove its voice
capabilities.
* Rename the internal splash() to splash_internal() and introduce an
externally visible splash() that handles simple splashing without
printf functionality e.g. splash(HZ, ID2P(LANG_FOO)); or splash(HZ,
"foo"); if a LANG_* id is passed it will be voiced.
* Adjust all places that called gui_syncsplash() to use the correct
variant from above.
* Export both new functions to plugins and adjust places calling
rb->splash() to use the correct variant so that we now have naming
consistency between the core and plugins.
* Fix one latent bug that would cause my sim to crash with the above
changes and correct P2STR and P2ID macros, thanks to pondlife.

int * to match the parameter type of the buffer functions called in the core. Get rid of unsafe int * <==> size_t * casting. Use ssize_t where int was used and size_t where unsigned int was used in the buffer calls to not alter signedness in the plugins. No API version change since it should only be an issue for 64-bit sim builds.

keeping the small binary size. The model & api version check is now part of the plugin loader. Codecs are not yet adapted, but the old method still works for them. Simulator plugins are not (yet) version-checked. API version numbering restarted, as this is an all-new system. Uses the target ID from configure, so don't change that too often.

win32 simulators. Unfortunately, this breaks the VC++ compatibility. Also, the plugin API now supports DEBUGF. Last, but not least, we have a new plugin, vbrfix.rock.
