Now that the SPDX tag is in all drivers/staging/dgnc files, that
identifies the license in a specific and legally-defined manner. So the
extra GPL text wording can be removed as it is no longer needed at all.
This is done on a quest to remove the 700+ different ways that files in
the kernel describe the GPL license text. And there's unneeded stuff
like the address (sometimes incorrect) for the FSF which is never
needed.
No copyright headers or other non-license-description text was removed.

It's good to have SPDX identifiers in all files to make it easier to
audit the kernel tree for correct licenses.
Fix up the staging dgnc driver to have a proper SPDX identifier, based
on the license text in the file itself. The SPDX identifier is a
legally binding shorthand, which can be used instead of the full boiler
plate text.
This work is based on a script and data from Thomas Gleixner, Philippe
Ombredanne, and Kate Stewart.

Pre-processor header guards use double underscore, typically kernel
code uses single underscore when defining header guards. 'endif'
statement should include what is ending as a comment string.
Remove double underscore, add comment string to 'endif'

TODO file has task: remove unnecessary comments. Driver uses some
custom comment format. Driver would be better if it used kernel doc
format.
Audit header file comments. Replace struct comments with kernel doc
format comments. Remove unnecessary comments.

Dgnc_types.h unnecesarily defines TRUE as 1 and FALSE as 0 because we
already have a widely used linux/types.h so convert all TRUE to true,
FALSE to false and edit the dgnc_board struct to make sure it uses
"bool".

Remove FSF address because it's known in the past that it has changed.
Also, remove the pointless "do not change the coding style" comments
because it's one of the reasons why it's in staging and it's quite
contradictory to what it says in TODO. Also, they contain wrong e-mails
of people which are responsible for these drivers - see TODO or
MAINTAINERS for that. We can preserve the original copyright at the top
of the most files because it shows who originally made them.

Some of the lines are over 80 characters so fix that by moving the
comments before the struct definition and before #define's.

The UART_IIR_XOFF was supposed to be a no-op but, because there was a
missing semi-colon, the if statement is not "Empty". I have just deleted
this code because it was supposed to be a no-op anyway. UART_IIR_XOFF
is a standard define and not something specific to this driver.

This patch removes these sparse warnings found in the cls.c file:
warning: incorrect type in argument 1 (different address spaces)
expected void const volatile [noderef] <asn:2>*addr
got unsigned char volatile *<noident>
warning: incorrect type in argument 2 (different address spaces)
expected void volatile [noderef] <asn:2>*addr
got unsigned char volatile *<noident>
The variables passed to readb and writeb need to
be of type u8 with a __iomem marker. These warnings
were popping up everytime the readb and writeb
functions were called with a cls_uart_struct variable.
The change made to the driver.h file adds the marker
to the cls_uart_struct and the changes in cls.h
changes its variables' types.

This patch adds the DGNC driver. This is a TTY Serial Port
Driver for the Digi International Neo and Classic PCI based product
line by Digi International <http://www.digi.com>.
This driver isn't hooked up to the build system because it doesn't
build, it merely adds the driver written by Digi to the kernel tree so
that it can be cleaned up and fixed up properly over time.
