Spectrum-2 underlay RIF is merely an auxiliary RIF that points to the
virtual router used for encapsulated packets lookup. It exists only when
its overlay RIF exists but may be shared with other overlay RIFs.
Hence it is undesired to mark any device as related to it.
Therefore allow usage of NULL device when allocating RIF.

Connect current dpipe tables to resources. The tables are connected
in the following fashion:
1. IPv4 host -> KVD hash single
2. IPv6 host -> KVD hash double
3. Adjacency -> KVD linear

During the dump the per netlink packet entry counter should be zeroed out
when new packet is created.

The adjacency group size is part of the match on the adjacency group and
should therefore be exposed using dpipe.
When non-equal-cost multi-path support will be introduced, the group's
size will help users understand the exact number of adjacency entries
each nexthop occupies, as a nexthop will no longer correspond to a
single entry.
The output for a multi-path route with two nexthops, one with weight 255
and the second 1 will be:

Add initial support for router adjacency table. The table does lookup
based on the nexthop-group index and the local nexthop offset. After
locating the nexthop entry it sets the destination MAC address and the
egress RIF.

This patch adds field for mlxsw's meta header which will be used to
describe the match/action behavior of the adjacency table.
The fields are:
1. Adj_index - The global index of the nexthop group in the adjacency
table.
2. Adj_hash_index - Local index offset which is based on packets hash
mod the nexthop group size.

Add IPv6 host table initial support. The action behavior for both IPv4/6
tables is the same, thus the same action dump op is used. Neighbors with
link local address are ignored.

Up until now the dpipe table's size was static and known at registration
time. The host table does not have constant size and it is resized in
dynamic manner. In order to support this behavior the size is changed
to be obtained dynamically via an op.
This patch also adjust the current dpipe table for the new API.

In case of disabled counters the entry index will be incorrect. Fix this
by moving the entry index set before the counter status check.

Implement dpipe's table ops for erif table which provide:
1. Getting the entries in the table with the associate values.
- match on "mlxsw_meta:erif_index"
- action on "mlxsw_meta:forwared_out"
2. Synchronize the hardware in case of enabling/disabling counters which
mean removing erif counters from all interfaces.

Add definition for egress router interface table. This table describes
the final part in the routing pipeline. This table matches the egress
interface index (rif index, which is set by the previous stages and
determine the out port) and makes the decision of forwarding the packet
towards the L2 logic or dropping it.
The metadata header is added to represent this internal information.
The rif index field is mapped logically to netdevice ifindex.
