When changing the number of buffers in the RX ring while the interface

Many drivers initialize uselessly n_priv_flags, n_stats, testinfo_len,
eedump_len & regdump_len fields in their .get_drvinfo() ethtool op.
It's not necessary as these fields is filled in ethtool_get_drvinfo().

net: get rid of SET_ETHTOOL_OPS
Dave Miller mentioned he'd like to see SET_ETHTOOL_OPS gone.
This does that.
Mostly done via coccinelle script:

None of these files are actually using any __init type directives
and hence don't need to include <linux/init.h>. Most are just a
left over from __devinit and __cpuinit removal, or simply due to
code getting copied from one driver to the next.
This covers everything under drivers/net except for wireless, which
has been submitted separately.

Remove unnecessary macros that duplicate generic
kernel functions.
When a struct net_device is available:
Convert printks to netdev_<level>
Convert netif_msg_<foo> and ugeth_<level> to netif_<level>
Add pr_fmt. Standardize on newlines at end of format.
Remove some duplicated newlines from output.
Coalesce formats.

Use strlcpy where possible to ensure the string is \0 terminated.
Use always sizeof(string) instead of 32, ETHTOOL_BUSINFO_LEN
and custom defines.
Use snprintf instead of sprint.
Remove unnecessary inits of ->fw_version
Remove unnecessary inits of drvinfo struct.
