bond_opt_initval expects a u64 type param, it's better to use
nla_get_u64 to extract the value here, to eliminate a sparse
endianness mismatch warning.

Earlier patch 4493b81bea ("bonding: initialize work-queues during
creation of bond") moved the work-queue initialization from bond_open()
to bond_create(). However this caused the link those are created using
netlink 'create bond option' (ip link add bondX type bond); create the
new trunk without initializing work-queues. Prior to the above mentioned
change, ndo_open was in both paths and things worked correctly. The
consequence is visible in the report shared by Joe Stringer -
I've noticed that this patch breaks bonding within namespaces if
you're not careful to perform device cleanup correctly.
Here's my repro script, you can run on any net-next with this patch
and you'll start seeing some weird behaviour:

The second to last command segfaults, last command hangs. rtnl is now
permanently locked. It's not a problem if you take bond0 down before
deleting veths, or delete bond0 before deleting veths. If you delete
either end of the veth pair as per above, either inside or outside the
namespace, it hits this problem.

Commit e826eafa65c6 ("bonding: Call netif_carrier_off after
register_netdevice") moved netif_carrier_off() from bond_init() to
bond_create(), but the latter is called only for initial default
devices and ones created through sysfs:
$ modprobe bonding
$ echo +bond1 > /sys/class/net/bonding_masters
$ ip link add bond2 type bond
$ grep "MII Status" /proc/net/bonding/*
/proc/net/bonding/bond0:MII Status: down
/proc/net/bonding/bond1:MII Status: down

Ensure that carrier is initially off also for devices created through
netlink.

Actor and Partner details can be accessed via proc-fs, sys-fs
entries or netlink interface. These interfaces are world readable
at this moment. The earlier patch-series made the LACP communication
secure to avoid nuisance attack from within the same L2 domain but
it did not prevent "someone unprivileged" looking at that information
on host and perform the same act.
This patch essentially avoids spitting those entries if the user
in question does not have enough privileges.

Export the partner_oper_port_state of each port via sysfs and netlink.
In 802.3ad mode it is valuable for the user to be able to check the
partner_oper state, it is already exported via bond's proc entry.

Adds netlink support for the following bonding options:
* BOND_OPT_AD_ACTOR_SYS_PRIO
* BOND_OPT_AD_ACTOR_SYSTEM
* BOND_OPT_AD_USER_PORT_KEY
When setting the actor system mac address we assume the netlink message
contains a binary mac and not a string representation of a mac.

This patch adds support for slave_changelink to the bonding and uses it
to give the ability to change the queue_id of the enslaved devices via
netlink. It sets slave_maxtype and uses bond_changelink as a prototype for
bond_slave_changelink.
Example/test command after the iproute2 patch:

The struct ad_slave_info is very huge, and only be used for 802.3ad mode,
so alloc the structure dynamically could save 356 Bits for every slave in
non 802.3ad mode.

This patch adds the necessary changes so arp_ip_target would use
the new bonding option API. This option is an exception because of
the way it's currently implemented that's why its netlink code is
a bit different from the other options to keep the functionality as
before and at the same time to have a single set function.
This patch also fixes a few stylistic errors.

This patch makes the bond's mode setting use the new option API and
adds support for dependency printing which relies on having an entry for
the mode option in the bond_opts[] array.
Also add the ability to print the mode name when mode dependency fails
and fix some trivial/style errors.
