For the sake of consistency, let rename all ctrl_out/in calls to the write/read calls so we have the same API consistent with the other architectures hence open the door for the increasing of the test compilation coverage. The current code retrieves the rate value when the timer is enabled which occurs each time a timer is re-armed. Except if the clock frequency has changed magically I don't see why this should be done each time. Retrieve the clock rate value at init time only. Migrate h8300_timer8 driver to the new 'set-state' interface provided by clockevents core, the earlier 'set-mode' interface is marked obsolete now. This also enables us to implement callbacks for new states of clockevent devices, for example: ONESHOT_STOPPED.
